Welcome to Reef Points FL, the official information site for Florida’s U.S. Naval Academy specialty license plate. Here you can find the essential information on how to apply for a USNA specialty plate and why 3000 purchases are critical to the mission.
Help us reach 3000 vouchers! The State has set a threshold of 3000 plate voucher purchases to qualify the new plate for production. When 3000 vouchers are purchased through the Florida Department of Highway Safety and Motor Vehicles, production of the USNA specialty plate will begin. We need all USNA alumni and current Midshipmen from Florida, their families and Parents Clubs, and anyone who supports the United States Naval Academy and its mission to join the march toward 3000. Buy one or more vouchers, for yourself or as a gift, for one or all of your vehicles, and spread the word!
Reef Points FL is sponsored by USNAAA Jacksonville Chapter Inc. (“USNAAA Jax”), which is the Jacksonville Chapter of the U.S. Naval Academy Alumni Association, a Florida not-for-profit corporation. USNAAA Jax has been designated by the Florida legislature to administer the promotion, marketing and charitable distribution program for proceeds from sale of the U.S. Naval Academy specialty plate.
The Plate

The Florida legislature has directed that at least 90 per cent of the proceeds from sales of the plate will provide grants to charitable organizations in Florida which directly support Veterans and their families for purposes including, but not limited to: Providing food or shelter; Providing service animals or support animals to wounded Veterans; Supporting children of service members killed in the line of duty, and for other purposes as the legislature may direct or authorize.

Reef Points FL
Reef Points FL is Florida USNA Reef Points Inc., which is being formed as a non-profit subsidiary of USNAAA Jax for the purpose of operating the marketing and charitable distribution program for the license plate fees. Reef Points FL will collaborate with other Florida chapters of the USNA Alumni Association to identify qualifying organizations and distribute the funds from the license plate fee program at least annually as they become available.
Florida USNA Reef Points Inc. is targeting October 1, 2026 or before to go live. Officers and board members will be announced as soon as we are official!
Our Name
According to navyonline.com, a “sail’s reef points are the sturdy ties that secure the unused portion of the sail material to the boom…Skilled sailors rely on a ship’s reefing system to ensure a controlled and safe sail no matter the conditions. Appropriately named, Reef Points is also the title given to the official midshipmen handbook of the United States Naval Academy (USNA)”.
How It Works
From voucher to plate in seven steps
You can buy a voucher in person at any Florida DMV office starting October 1, 2026. But if you don’t want to travel, you can do it easily online. Here’s how it works:
Step 01
Sign in or Create a myDMV Account
Go to the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) MyDMV Portal (https://mydmvportal.flhsmv.gov/Home/en/Account/Landing). Create a MyDMV account if you do not already have one, then log in. From the blue menu bar, select Motor Vehicle, and under that section select Specialty Plate Voucher.
STEP 02
Determine Who the Voucher is For
If you are buying the voucher for yourself: You are both the Purchasing Customer and the Receiving Customer. You will need: your full name, and one of the following — your Florida driver license number and date of birth, or your current Florida license plate number.
If you are buying the voucher for someone else: You are the Purchasing Customer, and the person receiving the voucher is the Receiving Customer. You will need: your Florida driver license number, the Receiving Customer’s name, and one of the following for the Receiving Customer — their date of birth, their Florida driver license number, or their Florida license plate number.
Step 03
Select the Appropriate Voucher Type
Choose the option that matches your situation.
Option 1 – Voucher for Yourself: Select Same as Purchaser, click Search, select the Pre-Sale Voucher, choose the U.S. Naval Academy specialty license plate design, and add the voucher to your cart.
Option 2 – Voucher for Another Individual: Select the option for purchasing a voucher for someone else, choose the U.S. Naval Academy specialty license plate design, and add the voucher to your cart.
Option 3 – Voucher for a Business Vehicle: Select the business option, enter the business license plate number, choose the U.S. Naval Academy specialty license plate design, and add the voucher to your cart.
Step 04
Complete Your Voucher Purchase
Review the items in your shopping cart, then proceed to checkout. Follow the prompts to complete your purchase. The voucher is expected to cost $33.00; this amount will be applied to your plate purchase once the plate becomes available. Depending on your county and payment method, a small processing or convenience fee (usually around $2.00–$3.00) may also apply when using a credit or debit card. Save your purchase confirmation for your records.
Step 05
Wait for the Specialty Plate to Be Approved
Specialty plates are not produced until the required number of pre-sale vouchers has been sold. For the U.S. Naval Academy plate, the number is 3,000. Once the plate is officially approved and available, you can redeem your voucher.
Step 06
Redeem Your Voucher
Once the DMV has received deposits for 3,000 plates, we will announce that the threshold has been reached and the new plates can be procured. You can then redeem your voucher through the MyDMV Portal or at any Florida tax collector’s office or license plate agency.
Tip: Before visiting an office, call ahead to confirm that your specialty plate has arrived. When redeeming your voucher, you do not need to bring the voucher receipt, although it may be helpful. Tell the clerk that you would like to redeem your specialty license plate voucher. You may be asked to provide your voucher receipt, your name, your driver license number, your license plate number, or a combination of these.
Step 07
Pay Any Required Fees
Whether you owe additional fees depends on your current license plate. Florida license plates are replaced every 10 years. If you replace your current plate before it is due for replacement, you must pay the $28 new license plate fee plus any other applicable fees. If your current plate is already due for replacement at your next registration renewal, the $28 new plate fee is waived, although other applicable fees may still apply. The annual specialty plate fee has not been finalized, but will be $15, $20, or $25, subject to a final determination on whether the plate falls in the military/veteran, university, or general category. Personalized specialty plates require an additional $15 annual personalization fee on top of the specialty plate fee and any applicable registration or license plate fees.
The total amount due will depend on the type of transaction being processed.

Frequently Asked Questions
Can anyone purchase a voucher?
Yes! You can purchase a voucher for yourself if you have a vehicle registered in Florida. GET PLATES FOR ALL OF YOUR VEHICLES!
Even if you don’t live in Florida, you can purchase a voucher as a gift for anyone who has or will have a vehicle registered in Florida. BUY A VOUCHER FOR A MIDSHIPMAN!
What does a voucher cost?
The cost of a voucher is $33 plus a small (usually $2-$3) administrative fee. This amount will be applied to the purchase of your plate when it is available.
I have a disability or Disabled Veteran designation on my current license plate; can I transfer it?
Generally yes! If you currently have a disability plate with the universal wheelchair symbol, that will carry over to your new USNA plate. If you have a DV (“Disabled Veteran”) plate and your disability would qualify you for a hangtag or equivalent, your new plate will get the universal wheelchair symbol instead of the DV prefix. Check with your local DMV to confirm your disability status.
Can I personalize my USNA specialty plate?
Yes! The process of selecting a unique license plate number is the same as for any plate personalization in Florida. The only limitation for specialty plates is that it can’t be more than five characters.
When can I get my new plate?
As soon as we reach 3000 vouchers sold there will be an announcement on this site and others, as well as the DMV. Then you can follow the rest of the steps to redeem your voucher for a new USNA specialty plate.
What if the 3,000-voucher threshold isn’t reached?
This is NAVY — we’re going to reach it. But hypothetically, if the deadline passes and the plate is not put into production, your deposit is fully refundable. Apply the annual use fee you paid toward another Florida specialty license plate, or request a refund using the form provided by the Florida Department of Highway Safety and Motor Vehicles.
